Membership and Payment of Dues

The following information is provided to acquaint you with the services, privileges and restrictions of our community. Please contact any board member should you desire additional information.

The Prestley Heights Homeowners Association consists of 77 single-family homes within Collier Township. All property owners are required to be a member of the Homeowners Association. Dues are collected monthly at the current rate of $25.oo per month. These fees are used to maintain the common areas, the lighting coming into the community, the retention pond and our website. All board members are volunteer homeowners within the Prestley Heights Homeowners Association and serve a minimum term of 3 years. Snow removal of the roads within single family homes will be provided by Collier Township. The snow removal for the sidewalks and driveways are the responsibility of the homeowner and should be cleared as quickly as possible.

SERVICES PROVIDED

The PH-HOA has authority to levy dues against members. The Board of Directors, based upon an expense budget, sets these annually. Expenses include, but are not limited to:

  • Maintenance of streets and drainage
  • Operation of sewer and water systems
  • Roadside and cul-de-sac maintenance
  • Shared services with Townhomes:
    • Maintenance of entrance sign, lighting and landscaping
    • Maintenance of common areas green space and playground
    • Maintenance of retention pond

GARBAGE / TRASH COLLECTION

Collection is provided by Republic Service Inc. and they can be contacted at there local office 412-429-2600. New residents need to arrange for delivery of their recycle container. Garbage should be placed curbside after 6pm on the day before the scheduled pickup and no later that 6am the day of collection. Recycling is collected in recycling containers provided by Republic Services Inc. every other week. PICKUP DAYS / SPECIFICATIONS

  • Garbage – Every Thursday for garbage, trash, yard trash and furniture prior to 6am
  • Recycle – Every other Thursday for recyclables. Click here for a basic recycling guide.
  • Large Items – Refrigerators, freezers, etc.. should be handled by contacting Republic at 412-429-2600 to verify pickup prior to placing on the curb.

PETS

Article V Section 5.1.29 of our declaration states that only household domestic pets such as cats, dogs, song birds and fish in aquariums not for bred or maintained for commercial purpose will be permitted in a Unit and on the Property; provided that no more than two (2) such non-aquatic pets are permitted per homeowners unit. Newborn offspring of pets otherwise permitted hereunder may remain within a building erected on a unit for no more than six (6) weeks after birth; provided that such right shall not be deemed to authorize or permit the use of a Unit for commercial purposes for the breeding of any animal. In no event shall any pet be permitted in any outside area to run freely and all such pets must be kept on a leash (no longer that six feet in length) and under supervision at all times. All pets must be properly licensed and vaccinated. No unit owner shall permit his or her animal to disturb any other unit owner. If any pet becomes a nuisance to any of the unit owners, then upon written application to the Executive Board by any member of the association, a hearing shall be held and, if a majority of the Executive Board shall so vote, the unit owner shall be required to remove the pet permanently from the property with fifteen days (15) after written notice of the decision of the Executive Board, if so ordered. No chickens, ducks, geese, turkeys, pigs and other farm animals, snakes or other reptiles and/or insects such as bees may be kept on the property.

Pet waste can be a major source of bacteria and excess nutrients in local waters. When walking your pet, pick up the waste and dispose of it properly. Please do not neglect to cleanup after your pet.

RECREATIONAL VEHICLES, BOATS, MACHINERY, ETC.

Article V Section 5.1.22 of our declaration states no commercial trucks, commercial trailers or commercial vans, boats, boat trailers, campers or similar vehicles may be parked in the Community for more than the time required to make a delivery or pickup from a unit. Motorcycles and recreational vehicles may be parked in a Units garage, but may not be parked in outdoor areas of the Community for more than two (2) consecutive hours or four (4) total hours in any twenty-four (24) hour period. Only minor repairs taking less than twenty-four (24) hours, may be made to automobiles, recreational vehicles or motorcycles in any of the driveways of a Unit, and the owner of such Unit shall be responsible for any damage done to Common Elements as a result of any such repair work.

CONSTRUCTION/ALTERATION APPROVAL

Article V Section 5.1.7 of our declaration states no building or alterations of Units are allowed without prior written approval from the Prestley Heights Homeowners Association Board of Elected Officials. All alterations to houses, additions to houses, decks, fences, pools, garages, cabanas, patios, sprinkler systems, greenhouses, accessory buildings , etc. shall not be erected, placed or altered on any Unit until the building plans, home designs, blue prints, specifications and plot plan showing the location of the requested construction/alteration have been reviewed as to the conformity and harmony of the other external structures within the Community. Such approval shall not constitute a warranty, express or implied, as to the construction/alteration. In the event Board fails to approve or disapprove such design and location within thirty (30) days after said plans and specification have been submitted, such approval will not be required and this covenant will be deemed to have been fully complied with. Above ground pools are not permitted in the Community.
